What property taxes apply in the country of Georgia?
Annual property tax is not charged to everyone: it is tied to the household's yearly income, and the rate is calculated from the value of the property and depends on that income. There is no separate purchase tax on housing. The seller pays income tax on the gain if the property was held for less than the period set by law. Rates, thresholds and periods change, so check the current edition of the Georgian Tax Code or ask a local lawyer before a deal: we do not replace tax advice.
Can a foreigner buy property in Batumi, Georgia?
Yes. Foreigners buy apartments, houses and commercial units on the same terms as citizens: no residence permit, local company or citizen partner is required. There is one important exception, agricultural land, which only citizens of the country of Georgia and Georgian legal entities may own. Non-agricultural plots are open to foreign buyers, and changing a plot's category is possible but not guaranteed. The category is stated in the public registry extract, so check it before paying a deposit.
Does buying property grant residency?
Not automatically. An investment residence permit can be requested when the property is worth at least the threshold set by Georgian law, but it is a separate procedure: the application goes to the Public Service Development Agency, the decision is discretionary and a refusal need not be explained in detail. A purchase below the threshold gives no residency rights at all, and the threshold and its conditions change, so check them before a deal. If you are planning to relocate, budget for the status separately from the apartment.
How is the purchase registered?
At the Public Service Hall (House of Justice). Buyer and seller come with passports and a fresh public registry extract, sign the sale contract, pay the state fee and register the transfer of ownership. Registration comes in a standard and an expedited form: the expedited one costs more and is faster, and the current fees and turnaround are published by the Public Service Hall. A notary is not required and a power of attorney is accepted. Payment usually goes through a Georgian bank account.
Where do the prices come from, and are there hidden commissions?
The price on a card is the price from the seller's own advertisement, not our estimate: we do not sell the properties and take no commission from the buyer. The catalogue is assembled automatically from public marketplaces in Adjara: duplicates of one property are merged, withdrawn listings move to the archive, and price per square metre is calculated from the stated area. The final number is always confirmed by the seller, and if the price has moved you hear it before the viewing, not at the deal. Any fee charged by the marketplace or the seller's own agency is their term and is discussed with them.
How can I view a property if I am not in the country of Georgia?
We arrange a video call with the seller and walk through the property with a camera: rooms, bathroom, the view from the windows, the entrance and the yard. We ask for documents and photos that are missing from the listing: the floor plan, the registry extract, the construction stage. This does not replace seeing the place in person before signing, but it filters out the properties not worth a flight. The in-person inspection and the signing at the Public Service Hall remain yours or your representative's.
